The reply ends with lastUpdateTime — that is the build that is now on the screen. If it said wireless debugging is off, nothing here can switch it on: it is off after every reboot by design and picks a new port each time. Somebody has to enable it once at the screen, and then pin-adb.ps1 fixes the port so this never comes back.
