Something did not do what it said — the failing step says what.
1. Send the build and swap it in

Oldham Till: no answer in 900s — nothing picked the job up
2. Give it time to come up

waited 45s
3. Did it re-join the room?

The hub did not answer — Command failed: ssh -o BatchMode=yes -o StrictHostKeyChecking=no -o ConnectTimeout=10 -p 25834 pos@127.0.0.1 powershell -NoProfile -EncodedCommand YwB1AHIAbAAuAGUAeABlACAALQBzACAALQAtAG0AYQB4AC0AdABpA
4. Read it back

The reply ends with lastUpdateTime — that is the build that is now on the screen. If it said wireless debugging is off, nothing here can switch it on: it is off after every reboot by design and picks a new port each time. Somebody has to enable it once at the screen, and then pin-adb.ps1 fixes the port so this never comes back.
